General Job Description
To plan, organize, direct and supervise staff responsible for Information Technology activities and to perform a variety of professional level duties related to technical and operational support, programming, and internal customer services for District departments; implement host systems, communications, network infrastructure and security; and to perform technical tasks related to evaluating, introducing, and maintaining information technology systems.
Under the administrative direction of the General Manager and with a minimum of supervision:
- Under general direction designs, supports, maintains and evaluates computer networking and telecommunication systems;
- installs, configures, and maintains both physical and virtual computer servers;
- Administers and utilizes SQL Databases for reporting and GIS;
- maintains employee network and e-mail accounts;
- provides computer hardware technical support for other network users;
- maintains desktop computer hardware and software;
- Provides direction to Information Technology Department staff;
- may supervise the Information Services Specialist, depending on that position’s work assignments;
- provides hardware/software training for network users;
- Authors and updates IT policies in conjunction with departmental personnel and the District's executive team. Initiates the development and implementation of District-wide computer policies and standards.
- Oversees the primary in-house support for major software applications, such as utility billing, integrated financials, SCADA systems, human resources, document imaging, etc.
- Prepares Information Technology department budget; exercises control over expenses.
- Oversees the extraction of information from software application databases via program modification and/or report-writer routines as requested by District personnel and/or financial auditors.
- Responsible for preserving a high level of confidentiality of information encountered as part of work.
- Oversees the collection, processing and implementation of GIS software systems and data retention.
- Oversees the monitoring of computer system performance, disc space requirements, and database capacities.
- Responsible for maintenance of secure backup procedures for the computer and telephone systems.
- Prepares requests for proposals, analyzes system proposals, and evaluates vendor responses.
- Oversees updates to the District's website.
- Participates in Board of Directors' meetings and workshops.
- Maintains accurate record of work performed.
- Performs various other related duties as assigned by the General Manager.
- Is responsible for the setting the standards for all computer, server and networking for the entire Agency with the exception of SCADA.
Prerequisite Qualifications
- Bachelor's degree in computer science, information technology or business, or the equivalency thereof.
- 10 years of increasing responsibility in a similar field
- Knowledge of basic accounting principles.
- Ability to accurately type at a minimum speed of 40 words per minute.
- Ability to proficiently use, or quickly learn the word-processing software used by the Agency.
- Ability to proficiently use, or quickly learn the spreadsheet software used by the Agency.
Basic Work Hours: 8:00 AM to 5:00 PM, Monday through Friday.
Hourly Compensation Range: $56.10 to $81.87
