Palermo Dry Well Consolidation Project

Sealed Bids for construction of the Palermo Dry Well Consolidation Project addressed to ATTN: Rath Moseley, South Feather Water & Power Agency (SFWPA), 2310 Oro Quincy Highway, Oroville CA, 95966 will be received until 1:00 p.m., local time, on Friday, June 20, 2025.


Bids will be publicly opened, examined, and declared by Water Works Engineers (CONSTRUCTION MANAGER) on said day and hour, and will be referred to South Feather Water & Power Agency(OWNER) for subsequent  action. Any Bids received after the specified time and date will not be considered. 

 

This is a public works project located throughout Palermo, CA in South Feather Water & Power Agency service area. The Project contemplated consists of the following major components:

  • Mobilization
  • Project Records and Submittals, Site Health and Safety Plan
  • Preservation and Cleanup
  • Installation of approximately 6,000 linear feet of Distribution System Piping and related valves and appurtenances
  • Installation of 49 Service Laterals, Meter Boxes and related accessories
  • Installation of 8 Meters and 41 Angle Stop Locks 
  • Horizontal Directional Drilling as needed for utility and service lateral installation in areas of spacial conflict 
  • Disinfection of piping
  • Performance testing and startup
  • Paving
  • Project Closeout

The engineer’s opinion of probable construction cost for this project is $3,0000,000. Time is of the essence with this project, and all work shall be substantially complete in 60 working days. All work shall be completed within 75 working days from the date established in the Notice to Proceed. Refer to Section 01100, Summary of Work in the Technical Specifications for additional detail and important project constraints.


A mandatory pre-bid meeting is scheduled between ENGINEER, OWNER and interested
bidders on Wednesday, May 28th at 10:00 am. Interested bidders should meet at the South Feather Water & Power Agency Office, located at 2310 Oro Quincy Highway, Oroville CA, 95966 at which time the project will be reviewed. It is a mandatory requirement that each prime contractor must have a representative at the pre-bid meeting to be allowed to submit a bid. Potential sub-contractors and suppliers are not required to attend the pre-bid meeting but are encouraged to attend.

The OWNER has materials on hand to complete a significant portion of the work. These materials will be inspected and handed off to the contractor at the outset of the project. An inventory of these materials to be furnished by the OWNER is attached to this RFP as Appendix B.
